In 1831, Mehmet Ali Pasha's opposition to the central authority and later his son Ibrahim's intention enter Anatolian borders move towards Ottoman capital, was a seriously threat for Russia. As Pasha established with reforms strong army received support of France, possibility him replacing dynasty, would threaten Russia’s position in Empire. Thus, Tsar aimed at ensuring remaining Sultan on throne. For this purpose, he appointed General N. Muravyov mission meet Pasha. Muravyov, arrived Istanbul discuss issue palace, then went Alexandria try stop rebellion. Meanwhile, Muratov recorded detail impressions about bureaucracy, military developments, Mahmud II seen from notes, one purposes trip capital obtain intelligence. He collected strategic information army, geography, especially Straits, cartographers who accompanied him. This paper, based Muravyov's notes discusses primarily Egyptian Question, Russia's involvement respond bureaucracy events.
